Rulemaking and Comments 2023

Good morning,

As most everyone is aware the USDAS has published their proposed rulemaking. The law requires all interested parties the opportunity to respond to the new rule. This is the first, but VERY IMPORTANT, first step which promises to be a long and expensive process. The deadline to express opposition to the rulemaking is October 20, 2023. Comments after that date will not be taken into consideration by USDA.

Attached to this e-mail are the talking points our lawyers feel the industry needs to address. Also, below is the instructions about where and how to send. Anyone can send their comments, so I would encourage you to ask your friends, family and customers to respond. Should you need any help feel free to call the WHTA office at (931) 684-5866. I hope everyone understands that this affects all segments of our breed regardless, if your business is focused on performance or pleasure horses.

You can submit your comments by either:

1. Federal eRulemaking Portal: Go to www.regulations.gov. Enter APHIS-2022-0004 in the search field. Select the tab documents tab, then select the comment button in the list of documents.
